This is a stat adjuster menu. Tips: When you use the "reset all" button, close the menu and reopen it to show the change.(also do this when changing the scale/positioning) I recommend setting the UI scale to 0.7 with the default pos X to 1150 and the default pos Y to 83 (just looks the best in my opinion) Leave comments on the steam workshop page on suggestions and I'll try and add them.
